Workers' Party Singapore (WP) Election Strategy 2015 - Game Tactics and Hot Spots

History

Founded in 1957 by Singapore's first Chief Minister, David Marshall, Workers' Party Singapore is one of the oldest and most established Political Parties in Singapore. David Marshall was one of most successful criminal lawyer in Singapore, with a reputation that "Marshall never loses". Known for his sharp eloquence and imposing stance, he claimed that he had secured 99 acquittals out of 100 cases he defended for murder during Singapore's period of having trial by jury. When Mr Lee Kuan Yew, abolished the jury system in 1969, he quoted Marshall's illustrious reputation to illustrate the"inadequacy" of the jury system.

Party Chairman - Ms Sylvia Lim  (Member of Parliament)

Ms Sylvia Lim Swee Lian (28 March 1965) is currently the Chairperson of the opposition Workers' Party (WP) and an elected Member of Parliament (MP). Ms Lim is a politician, lawyer and academic. Prior to joining politics, she has served in the Singapore Police Force as an inspector reporting to the director of CID and taught as a law lecturer at Temasek Polytechnic.

Ms Lim graduated with a Bachelor of Laws (Honours) from the National University of Singapore (NUS) and a Master of Laws from the University of London (University College London). During her studies, Ms Lim volunteered her time with the Spastic Children's Association, Salvation Army Home for the Aged and University College Hospital. She later did voluntary editorial work for the Criminal Legal Aid Scheme of the Law Society of Singapore.

Party Sec General - Mr Low Thia khiang (Member of Parliament)

Mr Low Thia Khiang (5 September 1956) is the leader of the Workers' Party (WP) and the de facto leader of the opposition in Singapore's Parliament. He has been a Member of Parliament (MP) since 1991, representing the Single Member Constituency (SMC) of Hougang from 1991 to 2011, and the Aljunied Group Representation Constituency (GRC) since 2011.

Mr Low majored in Chinese language and literature in government and public administration. Mr completed his Bachelor of Arts (Honours) in Chinese studies at the National University of Singapore and also holds a diploma in education and has worked as a teacher, before starting his own business.

Prodigy of the Late J.B. Jeyaretnam

Low joined the Workers' Party (WP) in 1982, and was subsequently appointed its Organising Secretary. Under the tutelage of the late J. B. Jeyaretnam, then the Secretary-General of Workers Party,  in his successful campaign to win the parliamentary constituency of Anson.

The Long and Winding Road of Providing Voters With a Credible Choice

1987 Operation Spectrum

In 1987, some Workers' Party members were among a group of 22 people arrested by Singapore's Internal Security Department, accused of being Marxists. They were detained without trial under Singapore’s Internal Security Act (ISA) for their alleged involvement in "a Marxist conspiracy to subvert the existing social and political system in Singapore, using communist united front tactics, with a view to establishing a Marxist state. The mostly English-educated group was a mix of Catholic lay workers, social workers, overseas-educated graduates, theatre practitioners and professionals.

All detainees except for Cheng, the alleged Mastermind by December 1987. They were released on condition that they kept out of politics. The People's Action Party (PAP) government has continued to maintain its stand that the ex-detainees "were not detained for their political beliefs, but because they had involved themselves in subversive activities which posed a threat to national security.

1997 Mareva Injunction Against Workers' Party Tang Liang Hong

In 1997, Workers' Party contested in Cheng San the Group Representation Constituency. The team comprises of party's leader, former Member of Parliament J.B. Jeyaretnam and Mr Tang Liang Hong, a practicing lawyer and Chairman of the Nanyang Academy of Fine Arts. Active in promoting Chinese history and art, Mr Tang also sat on the board of management of The Chinese High School and Hwa Chong Junior College. During the election campaign, Prime Minister Goh Chok Tong accused Tang of being a Chinese chauvinist because of comments Tang had made at other public events in the past. Tang vigorously denied that he was a Chinese chauvinist and accused the PAP of trying to win votes by sowing fear into the electorate.

The Hotel Properties Ltd (HPL) Connection

Mr Tang also came under fire from the PAP after he raised the issue of the Hotel Properties Ltd case during the election campaign where Stock Exchange of Singapore had previously criticised Hotel Properties Ltd for its "tardiness" in disclosing details of sales of its condominium units to directors and their family members where one of Mr Lee Kuan Yew's brother is a director and Mr Lee Kuan Yew has purchased one of the units.

Mr Tang was sued for defamation by the 4 heavyweights of  PAP including Goh, Lee and Deputy Prime Ministers Lee Hsien Loong and Tony Tan,  who accused him of making statements which falsely questioned their integrity. A total of 13 judgement were entered against Tang for defamation with damages assessed at a total of $8,075,000. Tang's appeal before the Court of Appeal in September 1997 was unsuccessful. His wife's passport was impounded. Eventually Tang found refuge in Australia, where he was reunited with his wife. Tang has not returned to Singapore since 1997 and continues to live in Australia.

2001 Disqualification of Entire Aljunied GRC Team on Nomination Day on Technical Grounds

Whilst Low was re-elected as Hougang MP at the 2001 general election, WP's entire Aljunied GRC team consisting of Dr Tan Bin Seng, Abdul Rahim Abdul Rahman, Huang Seow Kwang, James Gomez and Yaw Shin Leong, was disqualified on Nomination Day on technical ground for filing incomplete papers.

Armed with his powerful enchanted hammer, Teng Tui , he found tirelessly for to protect the life of millions of civilians in the small red star against the relentless waves of White Star Trooper.

2011 Election Results GRC Breakthrough

In 2011, they contested 4 GRCs - Aljunied, East Coast, Moumein-Kallang (parts of which now constitute Jalan Besar) and Nee Soon - and 4 SMCs: Hougang, Punggol East, Sengkang West and Joo Chiat,

A major political breakthrough for Singapore’s opposition was achieved in 2011 when the Party won the first ever GRC in Aljunied GRC, where Low Thia Khiang, Sylvia Lim, Chen Show Mao, Pritam Singh and Muhamad Faisal Abdul Manap contested. Yaw Shin Leong retained the Hougang Single Member Constituency (SMC) seat for the Party. The Party had fielded 23 candidates in 4 GRCs and 4 SMCs and achieved 46.6% of the valid votes. Gerald Giam and Yee Jenn Jong took up the NCMP seats, making it a total of 8 seats for the Party in parliament.

2013 Twin Peaks in By-Election

While Yaw Shin Leong held the Hougang seat for the party. Yaw was expelled from the party in February 2012, which triggered a by-election in Hougang. The seat was retained by the Workers' Party's candidate, Png Eng Huat. On 12 December 2012, Speaker of Parliament and incumbent PAP MP for Punggol East, Michael Palmer, resigned from his seat.[1] After the Prime Minister issued the writ of election for the Punggol East by-election, the Workers' Party announced on 14 January 2013 that Lee Li Lian had been chosen to represent the party. On 26 January 2013, Lee Li Lian was elected with 54.52% of valid votes and made history as the first woman to win a by-election

In May 2012, the Party contested the vacant seat in a by-election in Hougang SMC. Png Eng Huat won with 62.08% of the valid votes. In January 2013, the Party contested the vacant seat in a by-election in Punggol East SMC. Lee Li Lian won with 54.52% of the valid votes in a 4-cornered contest.

GE 2015 Manifesto and Contesting Wards

The Workers’ Party’s Manifesto 2015 is inspired by the symbols of our beloved national flag: the crescent moon and five stars that we have seen displayed with pride everywhere during our Golden Jubilee celebrations this year. Some of our key proposals are to:
  1. Increase workers’ incomes by increasing the cash payout portion of Workfare,
  2. Enhance retirement adequacy by allowing CPF members to start receiving monthly CPF payouts earlier,
  3. Implement a more holistic and equitable education system by reducing class sizes, moving away from high-stakes examinations,
  4. Improve healthcare affordability and outcomes by enhancing subsidies for preventive and primary care, improving health literacy among the population.
  5. Improve public transport quality and affordability by having a government-owned National Transport Corporation own and manage rail and bus assets,
  6. Make public housing more affordable and accessible to lower and middle income Singaporeans by pegging HDB BTO flat prices to median monthly household income of applicants,

Empower Your Future

In order to tackle the challenges facing Singapore in the next decades, we need to unlock the dynamism and confidence innate in Singaporeans. Workers' Party Manifesto 2015 builds upon our vision of focusing on Singaporeans and calls for economic, social, urban, governance and security policies that can create the conditions where the dynamism and confidence of Singaporeans can be unleashed to achieve our aspirations together.

For GE 2015, Workers' Party will be contesting in 5 Group Representation Constituencies and 5 Single Member Constituencies for a total of 28 seats.

The 5 Single Member Constituencies (SMCs) are
  • Hougang
  • Punggol East
  • Fengshan
  • MacPherson
  • Sengkang West
The 5 Group Representation Constituencies (GRCs) are
  • 5 Members GRC Aljunied
  • 5 Members GRC Marine Parade
  • 5 Members GRC Nee Soon
  • 4 Members GRC East Coast
  • 4 Members GRC Jalan Besar
WP can potentially capture 28 seats for the coming General Election which is less than one third of the total parliamentary seats of 89

Party Chief, Mr Low Thia Khiang on AHPETC

Hot Potato Question? Can Mr Goh withstand Mighty Hammer's Pincer Assault on Marine Parade GRC

In 2011, MP GRC has one of the slimmest results of just 55% against a relatively unknown NSP team. This time round, WP GRC member is anchor by Non-Constituency MP Yee Jenn Jong, a firm favourite, genuine Son of Joo Chiat boy who lost 2011 GE by just 388 votes and include Cambridge-educated lawyer He Ting Ru who spent 10 years in UK and Germany before returning home.

Can Uncle Goh withstand Mighty Hammer's Pincer Assault on Marine Parade GRC

Parliament is dissolved and Election Battle has begun !

GE 2015 will be a watershed election with 10 opposition parties contesting for all 89 seats in Parliament for the 1st time but whilst it creates lots of hype and energy, not many are expected to be voted into Parliament. In fact, the ground is sweet this time round for the ruling Party PAP for several reasons.

Can Magneto Goh hold the fort against Twin Typhoon, Wondergirl Nicole Seah and Supergirl Ting Ru.?

Let’s give credit where credit is due. The ruling party did deliver their promises on several fronts including

  • Cutting down on foreign talent influx
  • Keeping the lid on big tickets items such as more affordable HDB and more COEs for cars
  • Pioneer Generation Package was a BIG HIT - recognizing the hard work and sacrifice of our Ah gongs and Ah Ma is heart rendering and we loved it
  • The passing of Founding Prime Minister Mr LKY and the out pour of gratitude for what he has done for Singapore
  • Wonderful and joyous celebration of SG 50 all year round
  • They even managed to turn their Achilles’ heel, channeling the huge frustration on public transport to play on the empathy, sympathy and self-guilt of the electorate with Mr Lui’s doing the Hari-kiri.

So will PAP secure a landslide victory?

Unlikely , whilst WP was hit with the APHETC negative publicity, the decision by LTK to hold their grounds by keeping all their generals in Aljunied GRC to defend their forts instead of moving them into East Coast or Marine Parade GRC is a defensive but a very well calculated move. No need to show hand this time round.

Whilst Singaporean appreciate the government’s effort for the past 4 years, we are all clearly aware of the needs for opposition voices in the parliament and LTK and his comrades has done well as the co-driver in Parliament. So Aljunied GRC will remain the stronghold of WP and WP is guaranteed minimum 6 seats for GE 2015

PAP Game Plan – Ensuring Gen 4 Leaders are Voted in AT ALL COST !

The loss of Adjunied GRC in 2011 was painful lesson and major blow for PAP, they lost 3 ministers and 1 potential cabinet minister Ong Ye Kung. For GE 2015, they have reshuffle the deck to ensure that the new crop of leaders they hoped to groom will not suffer the same fate by tag teaming them with Super Heavy Weight Ministers to keep their renewal plan on track.

  1. Ng Chee Meng, Chief of Defence tagging DPM Teo Chee Heng Pasir Ris-Punggol GRC
  2. On Ye kun, former Deputy Chief of NTUC tagging Khaw boon wan minister of national development in Sembawang GRC
  3. Tan Wu Meng, Oncologist will join Deputy Prime Minister Tharman
  4. Koh Poh Koon, colorectal surgeon Son of punggol, now adopted boy of AMK with PM Lee in Ang Mo Kio GRC
  5. Chee Hong Tat, Former top civil servant,Second Permanent Secretary for Trade & Industry with  Minister of Defence Ng Eng Hen in Bishan-Toa Payoh GRC

Potential Risk - Losing some SMC Battles But Winning the War

Whilst it's an unlikely situation, PAP is psychologically prepared to forgo some SMCs by allowing “weaker” or “newer” candidates to fight solo in SMCs.. Candidates whom might be good and caring MP but are consider dispensable. Closely watched contest will mainly includes several SMCs including

  • MacPherson SMC which Ms Kate Spade, Tin pei ling 3 way  Royal Rumble
  • Potong Pasir SMC - Sitoh Vs Lina Chiam PK match
  • Punggol East SMC where Friendly Sister Lee Li Lian Vs six-term PAP MP Charles Chong
  • Fengshan SMC - Mouthwatering fight where 1st timer Ms Cheryl Chan, 39 from PAP Middleweight championship fight with WP Non-Constituency MP Gerald Giam
  • Bukit Batok SMC (if SDP focus their effort to win the SMC instead of spreading thin once more).. Dr Chee Vs Red Dot Ong ...tantalizing ,.

Likely Election Outcome

The most likely election results will be for WP to remain status quo by retaining Puggol East, Hougang and Adjunied GRC and Ms Lina Chiam of SPP to reclaim back Potong Pasir. So whilst we might have 1 more opposition, the % proportion remains the same
  • 2011 Parliament : 6 WP /81 PAP ( 93.1% PAP)
  • 2015 Parliament : 7 WP /82 PAP (92.1% PAP)

So It's an Anti Climax or is will there be a FREAK Result?

The potential Wildcard might be...... Marine Parade GRC

Some Nuggets about Marine Parade GRC
  • Number of electors : 146,087
  • Led by Minister for Social and Family Development Tan Chuan-Jin.
  • Emeritus Senior Minister Goh Chok Tong is the longest-serving MP here.
  • Boundaries re-drawn to include Joo Chiat SMC - a WP Stronghold
  • PAP’s best-performing ward, MacPherson is also taken out as a SMC

Marine Parade GRC 2011 Results (PAP Vs NSP)

In 2011, MP GRC has one of the slimmest results of just 55% against a relatively unknown NSP team. This time round, WP GRC member will most likely be anchor by Non-Constituency MP Yee Jenn Jong, a firm favourite, genuine Son of Joo Chiat boy who lost 2011 GE by just 388 votes. Other likely candidates include lawyer Terence Tan, 43, who has been on house visits with Mr Yee. Medical social worker Frieda Chan, 39 and dark horse, Cambridge-educated lawyer He Ting Ru who spent 10 years in UK and Germany before returning home.

Nicole Seah for WP at Marine Parade - Yes and No :)

Nicole Seah's popularity in GE 2011 is a strong testament to many choosing her as their preferred 'youth' candidate in the election. And Yes, she will be back in Singapore for GE 2015 , and Yes , she will be supporting for WP but No, she will not contest as a candidate, refer to her quote on her respect for WP's stringent policy about no parachuting, all have to start from the ground quote. (Respect for Hammer) but her rock star popularity and outright support for He Ting Ru might resonate with the electorate, sending across the message that Ting Ru is a proxy for her, whilst she will not contest this election, if she is given a spot to speak at WP rally, she could very well swing the youth votes over to WP's side with her charisma and conviction.

Election 2011 - Nicole Seah Star Power

Remember that Nicole Seah's team which comprises of several other low profile and relatively unknown candidates including Cheo Chai Chen, Abdul Salim,Harun  and Spencer Ng Ivan Yeo surprised many analysts by capturing a respectable 43.35% of the seats.

If the NSP team can secure such high shares in 2011, never under estimate the power of a WP team couple with Nicole Seah's outright support... Never say Never

PAP Candidates at MP GRC

The likely members of the five-man team include Mr Goh, Social and Family Development Minister Tan Chuan-Jin, Associate Professor Fatimah Lateef and Mr Seah Kian Peng. All four are currently MPs of the Marine Parade GRC. Current Moulmein-Kallang MP Edwin Tong is expected to replace MP Tin Pei Ling, whose MacPherson ward was hived off into an SMC with the recent electoral boundary changes.

Without An Alternative Voice ....

Online Straw Poll by Mothership.sg

Never say never, based on an online straw poll by mothership.sg prior to the announcement, the polls shows 56% voted for WP vs 44% for PAP

Major Casualty

Tan Chuan-Jin (10 January 1969) has served in the Cabinet since May 2014 as the Minister for Manpower (May 2014 - May 2015) and the Minister for Social and Family Development (since May 2015) might be the highest profile casualty is MP Fortress does fall. Mr Tan has worked extremely hard as a Minister of Manpower driving changes in the Foreign Talent quotas and reducing industrial and construction work sites accidents, his transfer to a lower profile MSFD portfolio does not bode well for his future career..

As for Uncle Goh, prior to the election, he has already contemplated stepping down but has accepted PM Lee’s request to fight One Final battle in Marine Parade, so if Marine Parade does falls, he might be grinning by having the cake and eat it too... and words in the market slate him as a potential presidential candidate next year :)

Poltics of Singapore, Founding Fathers of Politics, Their Journey and Prodigies

The 3 Wise Men of Singapore

Before the current crops of MPs and Oppositions parties, Singapore Post Independence, 3 Wise men brought gift of Intelligence, Grit and Courage to our newly born nation. They debated on many agendas and deliberate on many policies for the greater good of all Singaporeans. Indeed we were blessed by the sacrifice of these 3 wise man whom form the bedrock of modern days politics and government in Singapore. Independently, they also handpicked , groomed and mentored their prodigies, many whom are Sec Generals of the various parties across Singapore.

Politics of Singapore - An Overview

The politics of Singapore takes the form of a parliamentary representative democratic republic whereby the President of Singapore is the head of state, the Prime Minister of Singapore is the head of government, and of a multi-party system. Executive power is exercised by the cabinet, and to a lesser extent, the President. Cabinet has the general direction and control of the Government and is collectively responsible to Parliament.

Like many countries in the world today, there are three separate branches of government: the legislature, executive and judiciary system.

Legislative power is vested in both the government and the Parliament of Singapore. The legislature is the parliament, which consists of the president as its head and a single chamber whose members are elected, currently 87 seats (81 PAP and 6 WP)

Executive power is vested by the president as the head of state after the amendment of the constitution  in 1991 to give the president some veto powers in a few key decisions such as the use of the national reserves and the appointment of key judiciary, Civil Service and Singapore Armed Forces posts. He also exercises powers over civil service appointments and national security matters.

Dr Tony Tan, President, Republic of Singapore

The Judiciary branch oversees the court system. The Supreme Court is the head of the judicial branch. The chief justice is appointed by the president with the advice of the prime minister other judges are appointed by the president with the advice of the chief justice; Court of Appeals

Mr Chan Sek Keong. Chief Justice, Republic of Singapore

Political Climate

Singaporean politics have been dominated by the People's Action Party (PAP) since the 1959 general election when Mr Lee Kuan Yew became Singapore's first prime minister (Singapore was then a self-governing state within the British Empire). The PAP has been in government and won every General Election since then. Singapore left the Commonwealth in 1963 to join the Federation of Malaysia, but was expelled from the Federation in 1965 and gain independence as a Sovereign Nation. Besides PAP, several other active opposition parties including the Workers' Party of Singapore and the Singapore Democratic Party (SDP) does provide alternative voices for the citizens.

The 3 Founding Fathers of Modern Day Singapore Politics

The 3 Founding Parties of Modern Days Singapore -  PAP, WP and SDP

PAP was formed on 21 November 1954 by Lee Kuan Yew, an English-educated middle-class professional lawyer who had returned from university education in the United Kingdom. He had a vision of full independence for Singapore, and was joined by Lim Chin Siong and Fong Swee Suan despite their ideological differences.

Workers' Party was formed on 3 November 1957 by Singapore's first Chief Minister, David Marshall. Having become a fairly small party by the late-1960s, the Workers' Party was revived by a group of lawyers in 1971, led by J.B. Jeyaretnam, who became the party's Secretary-General and helm the Party for the next 30 years.

Singapore Democratic Party (SDP) was founded on 6 August 1980 by lawyer Chiam See Tong, who had previously contested several elections as an independent candidate in the 1970s, together with consultant engineer Fok Tai Loy and businessman Ernest Chew Tian Ern. Mr Chiam helm SDP for over 13 years before he resigned and form SPP in 1994.

The Twin Towers - Different Views, Same Goals

The 3 leaders cross swords regularly in Parliament and have numerous heated debates on extensive range of topics.

Mr Lee Kuan Yew and Mr Chiam See Tong on Racial Respect and Harmony

Mr JBJ crossing swords with Mr LKY's 2 Prodigies, Mr GCT and LHL on Elected Singapore President

One of the most tense and colorful debate was in 1985 in regards to Ministerial Salaries.

Their Legacy

Creating and Grooming 2nd and 3rd Generation Party Leaderships

Due to his defamation cases, Mr J.B. Jeyaretnam was ineligible to contest in the 1991 election and thus brought in then, a relatively low profile and unknown WP member, Mr Low Thia Khiang to contest for Hougang as MP. Through their relentless campaigning, Mr Low Thia Khiang successfully won the Hougang Seat, the only seat for WP in the 1991 election. Mr Low subsequently become WP secretary-general and leader and use this single seat victory to expand WP power across the East of Singapore.

After he was discharged from bankruptcy in 2007, Mr JB Jeyaretnam left the WP land founded the Reform Party in June 2008. Sadly, he died of heart failure in September 2008, just 3 months after founding the Reform Party which is now led by his eldest son, Mr Kenneth Jeyaretnam.

At the 1991 general elections, besides Mr Low Thia Khiang of the WP, 3 other seats was won by SDP, making a total of four opposition MPs, with Mr Chiam See Tong effectively the leader of the opposition. In 1992, Chiam recruited Chee Soon Juan, a psychology lecturer at the National University of Singapore, to be an SDP candidate for a by-election in the Marine Parade Group Representation Constituency.

Although the SDP was unsuccessful in the by-election, the recruitment of Chee as a candidate generated considerable public interest. However differences between Chiam and Chee soon emerged. Chiam left the SDP at the end of 1996 and accepted an invitation to join the Singapore People's Party (which was formed by a breakaway faction of the SDP in 1994)

As the Sec General of SPP, Mr Chiam brought in Mr Benjamin Pwee whom in his youth, Benjamin Pwee was the chairman of the youth wing of Singapore's governing People's Action Party (PAP) in the Thomson area. Mr Pwee was part of SPP five-member team to contest in Bishan-Toa Payoh GRC. SPP's team was defeated by the PAP team. Shortly after the general election, Pwee became the SPP's Second Assistant Secretary-General but left SPP January 2012 and became the Secretary-General of the Democratic Progressive Party (Singapore) which was setup in March 2013.

Mr Lee Kuan Yew personally groomed Mr Goh Chok Tong who became Singapore's second Prime Minister on 28 November 1990, succeeding Mr Lee Kuan Yew, and served in the role until 12 August 2004, when he stepped down and was succeeded by Lee Hsien Loong. Mr Goh subsequently served as Senior Minister until May 2011, and as Chairman of the Monetary Authority Of Singapore (MAS). He continues to serve as a Member of Parliament (MP) representing the Marine Parade Group Representation Constituency and currently holds the honorary title of "Emeritus Senior Minister".

Mr Lee Hsien Loong became the Sec-General of PAP and the third and present time Prime Minister of Singapore, and has been in office since 2004. He is the elder son of Singapore's first Prime Minister, Lee Kuan Yew Prior to becoming Prime Minister in 2004, he served as the Minister for Trade and Industry, Minister for Finance and Deputy Prime Minister. Prior to his election to Parliament, he served as an officer in the Singapore Armed Forces, quickly rising to the rank of Brigadier-General.
